Cops said the driver, 18, stopped and immediately phoned the police.
Mr Francis’s distraught girlfriend of eight years only learned of the tragedy after looking outside to see emergency services on the street in Perth, according to Perth Now.
Medics battled to save the 29-year-old but he later died in Royal Perth Hospital.
Police are investigating and are appealing for witnesses.

It is believed the teen driver did not see Mr Francis lying on the road until it was too late.
No arrests have been made and the car – a Volkswagon Jetta – is being examined by cops.
Friends who were drinking with Mr Francis at a house on Saturday said they had put him in a taxi home.
Domino’s said the employee was returning to pick up another pizza order when Mr Francis was struck at about 8pm.
A spokesperson said: “Our thoughts are with the family of the victim involved and we remain focused on the health and wellbeing of the driver.”

A keen footballer, he had played for conference side Market Drayton Town FC in Shropshire.
A tribute on the club’s website tonight read: “All at MDTFC are devastated to announce the tragic news from Australia that former player Jason Francis has died.
“Jason will be well known to everyone at MDTFC for his power house displays during the glorious years of our fantastic journey through the Leagues; also for being such a great person.”
Facebook Jason was described by pals as a ‘top bloke’ and ‘one of the nicest guys you will ever meet’[/caption]
It added: “Our thoughts and deepest sympathy goes out to Jason’s family and friends and everyone who has been touched by this fine young man.
“A very sad day indeed.”
Club Captain Paul McMullen said: “You young man were such a fine piece of our puzzle at MDTFC during our success and it was a pleasure to be part of it playing along side of you.”
