She was found by her headteacher, beaten to death with a chopping board and choked with her own sweatshirt.
Investigators had been stumped over the 27-year-old cold-case until DNA from the crime scene led to Rowe’s half sister.
She had submitted a sample to a popular genealogy database, cops said.
The breakthrough lead them to Rowe, 50, who had lived just miles from where the killing occurred.

Undercover police monitored the suspect and collected his DNA from a used water bottle and chewing gum at a school where he was DJing last year.
It matched DNA recovered from the carpet in the victim’s home.
Her brother, Vince Mirack, told the killer in court: “I can only hope that the remainder of your life is as painful to you as the last 26 years have been to my family.”
“We never let this case go,” said Lancaster District Attorney Craig Stedman.
“This has not been easy. But one of the reasons we’ve stuck with it and never forgotten it is it’s so disturbing.”
Christy had her coat and gloves on and was on her way to deliver Christmas presents to students and co-workers when Rowe forced his way into her apartment.
Her roommate had left only 15 minutes before.

Christy’s jaw was broken, and an autopsy found wounds on her neck, back, chest and face.
The prosecutor said a wooden cutting board found near her body is believed to have been used, and she was probably strangled with her own sweater.
The headteacher of her school went to check up on her because she had not shown up for work and was not answering calls.
He discovered her body on the living room floor.
DA Stedman hired a private firm to dig through DNA databases
Prosecutors said they aren’t sure whether Rowe and Christy knew each other.
He lived about four miles from her in 1992, and the prosecutor said Christy’s home was on a route home form his job.
